NO DECISION will be made on whether to grant permission to transform the Blackbridge site in Milford Haven, until at least September.
The Planning Inspectorate Wales (PINS) has said Egnedol's application to build a renewable energy plant at the town's the former RNAD and Gulf oil refinery sites will be put on hold until September 30, 2017.
PINS case officer Rhys Rigby said the firm's environmental etatement was considered "inadequate" in respect of effects on several protected species and habitats.
"Further work is required in relation to the associated Habitats Regulations Assessments, and the examination is being suspended in order to allow time for this additional work to be completed," he continued.
Egnedol's environmental statement was also flagged up in 2016, as it did not meet minimum requirements.
Species likely to be affected by the development include lesser horseshoe bats, badgers, otters, grey seals, lamprey and shad.
In March, Egnedol's plans were scrutinised at three public meetings in Milford Haven and Pembroke Dock.
